This page vekn.net/index.php/general-rulings needs to be updated with Ballots.

I didn't look at what else was missing form the last two rulings updates, but it could be that the page has never been updated...

The Priscii use Ballots in the Priscii Sub-Referendum (to decide where the 3 Priscus votes go). They are not votes.
