Karsh Adv and Veles Hunt

Yesterday we had a discution about Karsh ADV and Veles Hunt. I know there are numerous instances in which this had been asked since the start but I'll do it again since I could not convince them they were still valid:

Can Karsh ADV play Veles Hunt from ash heap?

(On a side note, I understand why people get confused about it, other templates for searching cards with trait such as Fortschritt Library are worded in a very similar way)

So Bernard is calling a blood hunt exactly the same as the one after a diablerie.

I believe it is not the same, because Bernard's blood hunt is classic political action, where vampires can play cards to gain votes.
