Psychic Veil and new minions

Does psychic veil affect all the minions I control during this turn, or all the minions I control when I play this card? For example, if I play this, and then I play a nocturn or an embrace, does any of those minions have a +1 stealth because of the Phychic Veil?

Any you control that turn, even if you get them later (e.g. Creation Rites, Undue Influence, Temptation etc.)

It does. No previous ruling on that card specifically, AFAIK.

Red Herring's restriction would be handled similarly.
Similarly, Psychic Projection would give a subsequently-influenced
vampire +1 intercept.
