Hide the heart, timing question

Vampire A with one blood bleeds with a govern bleed.
No one blocks, action is right now sucessfull
Vampire A pays the one blood, due to the action being succesfull
The impulse now goes around before damage are taken - this window need to be there to play e.g. Major Boon
Vampire B plays a Hide the heart in this window
Vampire A cannot pay, due to having already paid the one he have


Question one, is there anything preventing this play?

Question two, if not, what would then happen, is the action succesfull or not?

The vampire A in your example has no blood, cannot burn a blood to cancel Hide the Heart, so according to the card text, the action should be unsuccessful.

Is that correct?

Yes, the rules.

Rulebook, 6.2 wrote: Action modifiers and reaction cards can be played at any time before resolution during an action (unless otherwise noted on card text), with the acting Methuselah getting the opportunity to play first.

If the action is successful, you are no longer "before resolution".
