Does it apply for the player that have organized the Last Continental Event?
EG: Itamar G. Jr. had organize the SAC 2010. Does he will be classified for the SAC 2011?

This rule started in 2011.

Oh yes, my mistake. I misread it as the "Qualifier organizers can play in their qualifier." Very sorry.

If playerX organized the Continental Championship in year Y, and playerX isn't playing in the CC in year Y+1, then X can play in the CC, sure.

Organizers have qualified for running their events since at least 2008.
