There is no logical reason why concealing a pistol on your person would require the use of a
discipline. a normal person can do it easily with a jacket or something.
The cost/damage limitation is there to keep the card making sense: while you can conceal a pistol or a knife, you cannot conceal a bazooka or a machine gun without the use of discipline (like in disguised weapon)

In source materials, weapons concealment was listed as :
P(pocket)
J(jacket)
T(trenchcoat)
N(not concealable)
The small handgun and revolver were P, large of both were J, as was possibly small SMG, shotgun and bigger SMG was T, and the sniper rifle and probably cross bow were N.
The initial set, going off of source materials would probably have accounted for this, and not given the easy out of "they all wear trench coats".

What was the problem so they decided to change it and go with SCE?

The problem here, as I see it, is that there are no place for "vote pushing" politics. So maybe the idea was to give to non-combatans easy way out of combat, so they will have more place for non-optimal political actions?

Mostly because of terrible buttheart, somehow inflicted by my posts.
All this dumb trolling is very annoying for me also, I would greatly prefer those who do not care about my ideas to just ignore my threads, but what can you do?
