How does this card address a compelling game need?:
Quite a few decks would benefit from methods to faster move out their minions and cards to do so tend to be either quite heavely contested or have capacity and/or clan requirements. This card provides transient transfers usable by both high and low capacity decks. Trifle and alternate use were provided to make it competive with existing cards.

I'd agree with kschaefer that only one transfer seems pretty weak overall. To play it in the first few turns, you'd need to stuff a lot in your deck, and the alternative use also seems pretty weak - some decks won't keep the edge that much, and while it's something you might be able to have a lot of control of at two players, there's not that much you can do with 3-5 players to stop your prey bleeding your grand prey, or any other combination of people bleeding someone who isn't you. Unless you're playing Eagle's Sight, or Folderol, or something similar, which is pretty niche. Later in the game, would I curse every time I drew this instead of Wash or Villein?

The Edge effect is ok, but hard to use indeed.
An alternative could be:
Master. Trifle.
Put this card in play with 2 counters. At the start of your influence phase, burn 1 counter and gain 1 transfer. Burn this card when it has no counters.
That certainly helps decks with large capacity vampires, without excess (the idea is too bring a new vampire in 2 turns instead of 3).
