Smaller tournament (non)rankings

Am I to understand that tournaments with less than 10 players will not be processed for rankings?

If this is true then all areas that have smaller playgroups would never be considered and have rankings of 0.
Sometimes it can be difficult to get this "magic" number of 10. Is it truly that difficult to enter information into a ranking system for those tournaments with 5-9 players?

What post/rule/URL/webpage makes you think that this is correct?

Just could've sworn I saw something about tournaments with less than 10 players not being ranked, or some such. Plus, someone posted that they only have 8 players attend a tournament, so it wouldn't be a "real" tournament and so they decided to do something else.

Jeff Thompson -- aka "The Lasombra" -- will not put a tournament-winning deck on his page unless it has 10 players minimum. Perhaps you're thinking of that restriction?
