Smaller tournament (non)rankings
If this is true then all areas that have smaller playgroups would never be considered and have rankings of 0.
Sometimes it can be difficult to get this "magic" number of 10. Is it truly that difficult to enter information into a ranking system for those tournaments with 5-9 players?

What makes you think that? Every tournament with 4 or more players will be processed for the rankings, as usual.
However, not every tournament will qualify its winner for the Continental Championships. Only the winners of sanctioned, rated, standard constructed tournaments of 10 or more players will be qualified for the Continental Championships.

Jeff Thompson -- aka "The Lasombra" -- will not put a tournament-winning deck on his page unless it has 10 players minimum.
