Careful. That's not quite how it works. That card considers her as a Baali for three purposes, but not a fourth:
a) For playing the card - that card sees her as a Baali
b) For resolving the card - that card sees her as a Baali
c) For lingering effects not dependent on the card being in play - that card sees her as a Baali
d) For effects based on the card being in play - that card does not see her as a Baali
She's not considered to be a Baali by anything else. So you can, for example, have Mata Hari play CtGB, and then modify the action with Stiff Contempt (Samedi) and Uncontrolled Impulse (Ishtarri).
