Ignore. Found definition of default strength in rulebook 6.4.5 under hand strikes.

However, the question of my own: do strength changers (not enhancers/debuffers) Torn Signpost and Erosion change that base value for equipping weapons?
No, because they are not the default strength. The default strength, it is not them. Strength, it has a default which is not this.
