When does Reg passees the equipment through his text?

a/ Just after taking the equip action

b/ He can do it after using the equip

c/ He can do a and b

Neither.

As soon as Reg would equip with the cards they instead go to another minion. He doesn't get the chance to use the equipment, but he will trigger any secondary effects such as an untap from Leather Jacket.
