Judges have a fair amount of leeway in making their decisions so as long as you are well-versed in rules and errata, you will generally be fine. This isn't to say that you can't consult with other judges or players.
With all due respect, how is equating every single resource spent to oust a prey -- no matter that she was ousted because of a mistake -- with zero reward in any way "fine"?

WHOA WHOA WHOA
Who said it was cheating? It was explained as an honest mistake.

You are of course right. But who did say that the predator of the wrongly ousted player spent each and all of his resources to oust his prey?
It all depends on the situation, and therefore it's the judge's call. Perhaps in the above described situation it was the right decision to take away the VP and the 6 pool.

All I can say is that your decision of taking away the VP and pool is a possible solution of that case after the VEKN Penalty Guide. Wether it is appropriate to the made mistake I cannot decide with the known informations.
