Wanting to try out a small variation in the rules, opinions wanted

Best to put in minions with 1 or 2 votes only and give each deck relatively even amounts. A few vote cards in each deck and some delaying tactics. Maybe a house rule that each player has 1 vote also.

There are a lot of ways to add slight voting capability into decks that aren't voting decks. Delaying Tactics, Intervention, Straight up blocking and a long list of other cards that take away voting stealth. Gotta have some permanent retainers or equipment for that +1 Intercept. It will be a dangling threat for getting a vote through unless they are packing stealth.
