Card Idea: Never go full retard

I'm on 1 pool.
My prey is the only other player in the game, with 3 pool.
I have 2 victory points, and exactly 1 minion.
My prey has 1 victory point, and two minions.
The only card left in my hand or library is Kine Resources Contested, my prey can not block, delay, or vote down the political action.

As long as your card is in play I lose and they win, because I cannot play KRC to win the game.

Neither this card proposal nor the rule change allow playing to win.
