It is a bit murky about cost. I would suggest you put the card on the vampire and then name the vampire as the source of the contest payment.

There is a better version of this card: magic of the Smith.

I like the side damage the Card can do to decks using equipments. You can even contest weapons taken by an alastor, and this is good.

This is slightly awkward. Do you mean that Talaq, Rafastio, or Bima+Tha can't use it? The problem is that the card they're playing treats them as a vampire. They have to be, to escape 1.5.4: "If a library card requires a Discipline (noted by a Discipline symbol on the attribute bar of the library card), then only vampires who have that Discipline can play it."

Given how rare this sort of thing is, it's also not clear to me that it's worthwhile bothering with any restriction in this area at all.

This is redundant :
a weapon IS an equipment
a location-equipment is not an equipment while in play and would not be elligible by this card without the additional text.
