Independent: Once per combat, before range is determined, Fatima may equip with a weapon from your hand. Pay the cost to equip as normal. Blood cursed.
Direct Intervention
Master: out-of-turn. 1 pool.
Cancel a minion card as it is played. No cost is paid. (If it was an action card, the acting minion doesn't tap. If it was a strike card, the minion chooses another strike.)

What was the logic on this ruling? There was something of a discussion recently about playing cards, cards entering play, etc.

It's from the rules team in 2000, listed on the cards rulings page:
Can only burn minion cards played from the hand in the normal fashion (not weapons played via Disguised Weapon or equipment played via Pier 13, for example). [RTR 20001020]
