Pointing out that characters from VtM:B (with the exception of smiling Jack) are property of Activision (NOT white wolf) to my knowledge and thus chances of their appearance in another game(card or video game) are next to zero.

Feel free to prove me wrong. This is one of those "Fans want and its never gonna happen" things.

Whatever the legal status, several were included in BJD.

I'm pretty sure some of the characters predate Bloodlines. I know Jack did for sure.

That being said, name alone is not subject to copyright. The character's look and behavior is what carries the copyright.

So, Smiling Jack would have to look like Smiling Jack and behave like Smiling Jack. Activision would probably have a solid case but it's not a sure thing in my mind. To even get to that point they would have to be monitoring the medium meaning someone would have to see the cards, make the connection, send it to their legal department and they would have to decide it's worth sending out a cease and desist or other legal action.
