It depends what you're banning. Ban of Mind Rape whould surely kill every Mind Rape deck out there. Ban of Anthelios whould make MMPA decks weaker. They are fully playable without Anthelios and I'm sure they are still very good stategies to follow in tournaments.Banned cards kill strategies...
And very often bans create new possibilities for deck bulding by removing obstacle that make some decks suboptimal in tournaments, f.e. playing big caps non-camarilla vampires when PTO was still legal wasn't the best idea.
So, I would say: In most cases, bans create new strategies (or at least makes them viable).

Not really. Banning Anthelios doesn´t destroy the current Tier 1 MMPA-based decks, as they are not totally dependent on Anthelios, it just makes them a bit too strong, the Rules Director thinks. So I have no idea why you keep on whining. Get over it.Vlad wrote: ,Banned cards kill strategies...
